CSPD has come under national scrutiny after a woman called 911 to report a suspicious man with a gun on Halloween morning. The caller remained on the phone, and at 8:58, she told the call-taker she heard more shots fired. At 9:00 AM the reporting party stated she heard another shot.

Roughly a minute into the call, a dispatcher changed the call a “priority two” possible burglary after Bettis reported that he had entered a building across from her home.

At 9:00:41, the suspect was on Platte Avenue approaching the Taco Bell at Platte Avenue and Wahsatch Street.

Police say that Harpham was determined to be armed with an AR15 rifle, a. 357 caliber revolver and a 9mm semi-automatic pistol. The District Attorney’s Office will review the sheriff’s office’s findings to determine if charges should be filed.
