Police said the child was discovered unresponsive in an apartment on Wellington Street on Monday, September 28, 2015.
Eighteen-year-old Jonathan Santiago says the girl, Gigi, appeared lifeless when her 24-year-old mother picked her up.
The child was rushed to a nearby hospital, where she was pronounced dead.
The Department of Children and Families says they’re also investigating and are working with law enforcement.
“When she came to me and I saw her, she was purple”, Santiago said.
Although the cause of death is unknown, investigators will be treating this incident as a sudden death investigation.
Investigators say there were no signs of apparent trauma to the girl.
